授業の目的（意義） / Importance of this course
（1）本学の Mission Statement との関わり
本学では、建学の理念「フロンティア・スピリット」を基に、世界的視野と強い倫理観を持ち、内外の経済社会に貢献できる専門的人材の養成を目的としています。本講義では、世界で現在起きている問題を理解し、世界のなかでの日本の立ち位置や進路を考察するとともに、様々な国際問題の解決策を提言できる複合的能力を有する人材を養成することを目指します。
（2）講義の意義、背景、内容、重要性
本講義の目的は、世界で起きている重要な国際問題や日本を取り巻く安全保障環境などについて、主としてケース・メソッドを通じてよりよく理解することです。具体的には、戦争の原因、格差と貧困、国連の役割、中国の台頭、アメリカの対外政策、そして憲法９条問題といった、現在の日本社会において大きな議論を呼んでいる重要な問題をケースとして扱い、それらについて主体的に考え、議論する訓練を行います。
とりわけ経営学部・商学部の受講生について言えば、世界中で生起する様々な問題に加えて、各国政府の思惑や企業の戦略が国境を越えて複雑に絡みあう今日の世界において、市場のダイナミクスや経済リスクは経済指標を分析するだけでは理解することはできません。「国際情勢の変動、外交関係、そして国内の政治的変化は、経済のファンダメンタルズに勝るとも劣らず、ビジネス環境や金融市場に影響を与えている」 （ユーラシア・グループ）。これは現在では多くのビジネスの現場で共有された考え方です。国際情勢や政治問題について、基本からじっくりと理解していきましょう。ここで身に付けた知識や考え方は、ビジネスの現場に出てからも必ず役に立つはずです。

（1）Relation with NUCB Mission Statement
The School's mission is to develop leaders who, through a ‘Frontier Spirit’, are equipped to succeed in the globalized business reality. These leaders will have the ability to bridge the gap between New Asia and the rest of the world, and to bring innovation and high ethical standards to their management practices. The goals of this course are to nurtur the talented person who will be able to understand the contemporary world affairs, to consider the optimal position and strategy of Japan in the world, and to suggest the solutions of various problems.
（2）Objectives, Background, Contents and Importance of the Course
The purpose of this course is to understand the important world affairs and the security environment surrounding Japan through the case method. Specifically, this course take case studies: causes of the war, inequality and poverty, roles of the United Nations, rise of China, foreign policy of the United States, and Japanese constitution Article 9.
For the students belonging to the faculty of management and commerce, it might be ambiguous to study international politics or security studies: however, you cannot understand the dynamics of market and risks of investment without considering various international affairs, purposes and intentions of world political leaders, and strategies of global business leaders. "Political risk is about understanding that governments and businesses have different expectations and goals. To operate a global business successfully, you need to understand what motivates government action, particularly in places where politics matter at least as much as economics to market outcomes" (Ian Bremmer, President, Eurasia Group). Nowadays, this statement is broadly shared by many business leaders. In this course, we will study the political-process and contemporary international affairs from the basics.

（1）Week 1 〜 Week 6のアサインメントについて（Week 7はアサインメントなし）
最低でも予習に1時間、復習に2時間を使ってください。予習に際してはアサインメントを中心に、復習に際しては毎週紹介する著書や論文に目を通すことを中心に行ってください。
また、毎週レポートを提出してもらいます（A4一枚程度を目安としますが、特に規定は設けません。毎回5点満点で採点します。もちろん、多く書けば点数が高いとも限りません）。
作成してもらったレポートは講義内でのディスカッションにも使用しますので、毎回必ず2部印刷してきてください。
（2）最終レポートについて
最終レポートの課題については授業の最初に説明します。

第1日（Day1）
【「政治」とは何か？「国際政治」とは何か？】この週では、「政治とは何か」「それは我々の生活とどのように関係しているのか」「国内政治と国際政治の違いは何か」といった問いを中心に、「政治」に対する基本的な理解を深めていきます。
●使用するケース
「誘拐犯との交渉」（A）（B）（C）（D）第2日（Day2）
【「政治」をどのように理解・分析すれば良いか？】この週では、前週で勉強した内容を踏まえて、「政治」を理解・分析するための基本的な視座について勉強します。その上で、国際政治を理解するための基本的な枠組みを習得します。
●使用するケース
「誘拐犯との交渉」（A）（B）（C）（D）第3日（Day3）
【なぜ戦争は起きるのか？】武力によって互いの利害関係を調整しようとする営み、すなわち「戦争」とは、あらゆる相互行為の中で最も利益を生まない最も野蛮な選択であり、得をする人間は誰もいない（もちろん例外は存在するが）。にもかかわらず、人類はなぜこれまで繰り返し戦争の悲劇を避けられなかったのだろうか。この週では、国際政治における最重要トピックである戦争について学びます。
第4日（Day4）
【テロとは何か？テロリストとは誰か？】近年、テロに関する報道をしばしば目にするようになりました。しかし、そもそも「テロ」とは何なのでしょうか。無差別殺人や銃乱射といった事件とテロ事件はどのように違うのでしょうか、誰が、何のために、そのような事件を起こすのでしょうか。そして、テロを防ぐためには何が必要なのでしょうか。この週は「テロ」について理解を深めます。
第5日（Day5）
【グローバル化は人々を幸せにするのか？】いわゆる「リベラル」な人々が主張するように、比較優位の原則に従って自由に貿易を行えば、世界は本当に豊かに（＝幸せに）なるのでしょうか？だとすれば、なぜ一部の人々は自由貿易に反対したり、それを阻止するような関税をかけたりするのでしょうか？この週では、グローバル化の光と陰について勉強していきます。
第6日（Day6）
【日本は本当に安全なのか？日本が取るべき戦略とはどのようなものか？】第二次世界大戦以降、世界の国々が幾度も戦乱を経験するなかで、戦後日本が曲がりなりにも平和を維持し続けてきた理由はなんだったのでしょうか。憲法9条と平和外交が日本を守ったのでしょうか。日米同盟が日本を守ったのでしょうか。自衛隊の抑止能力のおかげでしょうか。あるいは、その他の要因があるのでしょうか。そして、これまで通りにしていれば、今後も日本は安全なのでしょうか。この週では、日本の安全保障戦略について学びます。
第7日（Day7）
【最終レポート合評会＆ゲストスピーカーによる講演】最終週となる第7週では、時間の半分を使用してグループ毎に最終レポートの合評会を行っていただきます。従って、毎週のレポートと同様、最終レポートの第一稿を必ず2部印刷してきてください。また、授業の後半では、まさに国際政治の最前線で日々奮闘している現役外交官の方を霞ヶ関からお招きして、講演会＆意見交換会を行いたいと思います。詳細についてはまた授業中に連絡します。

担当教員のプロフィール About the Instructor
名古屋商科大学大学院マネジメント研究科客員教授。1984年香川県生まれ。2006年神戸大学国際文化学部コミュニケーション学科卒業。2008年上智大学大学院グローバル・スタディーズ研究科地域研究専攻博士前期過程修了。修士（地域研究）。2011年上智大学大学院グローバル・スタディーズ研究科地域研究専攻博士後期課程単位取得退学。2012年に上智大学より博士（地域研究）を取得。博士課程在学中にはシリア・レバノンへの留学を経験。その後、公益財団法人日本国際フォーラム研究員、日本学術振興会特別研究員（PD）、ハーバード大学ジョン・F・ケネディ公共政策大学院ベルファー科学・国際関係センター研究員などを経て、現職。専門は中東地域研究、国際安全保障論、国際政治経済学。
Dr. Masaki Mizobuchi is a Visiting Professor in Graduate School of Management in Nagoya University of Commerce and Business (NUCB Business School) since 2014. He received a Ph.D. in Area Studies from Sophia University (Tokyo, Japan) in 2012. Previously, he served as an Ernest May Fellow in History and Policy at the Belfer Center for Science and International Affairs at Harvard Kennedy School in 2013–2014 and as a Postdoctoral Research Fellow of the Japan Society for the Promotion of Science (JSPS) at the Tokyo University of Foreign Studies in 2012–2013. His research interests include international security, Middle East politics, and Japanese defense and security policies. He has written many articles on these subjects.
