授業の概要　Course Overview

本講義では、途上国における政治現象を扱う。世界で起きる様々な政治現象の要因や影響を分析し、世界的視野を広げる。比較政治に関する基礎知識の習得は、世界的視野を持って国際舞台で活躍することにおいて有用である。
In this course, students will learn about politics in developing countries. By analyzing causes and consequences of political events in so-called the third world, students will be able to obtain global perspectives. Learning basic knowledge of politics will ultimately help students succeed in international society with global perspectives.

授業の目的（意義） / Importance of this course

比較政治学の中でも途上国の政治を中心に授業を行う。様々な意味において、途上国は先進民主主義国とは異なった政治的文脈におかれ、異なった問題を抱えている。それらのイシューについて、比較政治学の分析枠組みに基づいて、理論とケースから理解していく。各回のテーマは、国家建設、民主化、権威主義体制、公共政策、内戦、開発援助などを予定している。
This course focuses on the politics of developing countries in comparative political science. In many ways, developing countries are in a different political context and have different issues than advanced democracies. We will develop a theoretical understanding of those issues based on the analytical framework of comparative politics. The topics of each session will include state building, the state and civil society, nationalism, civil war, violence in politics, regime change, authoritarian regimes, public policy, and development assistance.

比較政治学の基本的な用語・概念を習得し、３つ以上説明できるようになる。
比較政治学の主要な研究テーマと事例を２つ以上とりあげ、自分の言葉で論理的に説明できるようになる。

Students will learn basic terms and concepts of comparative politics and be able to explain at least three of them.
Students will be able to take up at least two major research themes and cases in comparative politics and explain them logically in their own words.

事前学修と事後学修の内容、レポート、課題に対するフィードバック方法　Pre- and Post-Course Learning, Report, Feedback methods

【学習方法】
・予習：使用するケースについては事前にGoogle Classroomにアップロードする。次回講義の前に、教科書及び参考文献を用いて事前学習を行う。
・復習：毎日の小テスト（全４回）に向けてキーワードを中心に復習する。
それぞれ100分を目途とする。
【予習レポート】
・毎回課題レポートを設定する。事前にGoogle Classroomにアップロードする。受講生は、興味のあるテーマを１回選び、授業日の前日までに要旨・疑問点・興味深い点をまとめたレポートを提出する。字数1,000字程度。
【課題に対するフィードバック】
Google Classroomを通してコメントを共有する。個別の質問に関してはオフィスアワーで指導する。
【中央情報センターの活用】
自己学習、レポートの作成に積極的な使用を推奨する。

第1日（Day1）

【ガイダンス】
・本講義のねらい、評価方法を説明する。
【導入】
・途上国の政治を学ぶ意義とは何か、「比較政治学」とはどのような学問かを説明する。
【国家形成】
・新しい国家はなぜ、どのように生まれるのか、その要因を考える。

「中東の国家建設：戦争、徴税、兵士」（変更の可能性あり）

第2日（Day2）

【民主化】
・世界各国で過去に起きた民主化の傾向を把握し、なぜ民主化が生じたのか、民主化にはどのようなパターンがあるのか考察する。

「オレンジ革命：集合行為問題は何よって解消されるのか」（変更の可能性あり）

第3日（Day3）

【権威主義体制】
・権威主義体制のタイプを理解する。権威主義体制が持続する国とそうでない国があるのはなぜか、リーダーの行動から理解する。

「独裁者のジレンマ：シリアにおける情報統制と抑圧」（変更の可能性あり）

第4日（Day4）

【権威主義体制における市民】
・権威主義体制が持続する国とそうでない国があるのはなぜか、リーダーから市民へと目線を移し、市民の選好や行動から理解する。

「東ドイツ崩壊：一般市民の選好の偽装」（変更の可能性あり）

第5日（Day5）

【政治体制と経済成長】
・豊富な資源は民主化を促すのか、民主化は経済成長を促すのか、政治体制と経済成長の関係を検討していく。

第6日（Day6）

【公共政策とアカウンタビリティ】
・国家のリーダーは誰に責任を負うのか、それが公共政策の実施にどのような影響を及ぼすのか、考察する。

第7日（Day7）

【内戦】
・どのような場合に内戦が発生しやすいのか、その規定要因を考察する。
