地方自治の役割は、その地域に住む市民や企業などがよりよい環境のなかで良好な生活ができるよう、地域の社会的課題を解決したり、社会資本やサービスを供給するところにあります。その機能を学ぶことは、地域のビジネス界や社会の発展をもたらすことに直結します。
The local government is responsible for solving social problems and for providing social capitals and public services so that local citizens go about their daily lives and run a business in good condition. Studying the roles of the local government directly helps us in improving our lives and local businesses.

授業の目的（意義） / Importance of this course

地方自治の制度や組織、意思決定や実施の過程、さらにはそのためのお金の流れについて、国や民間の役割にも焦点を当てながら、基礎的な知識を学ぶとともに、それを通じて現代の地域社会における市民と地方自治が直面する課題について理解を深める。
This class aims at comprehending social problems the local governments and citizens hold in Japan through studying the systems, the process of policy-making and the finance in the local governments as well as the relations with citizens, the national government and the private sector.

＜学習方法＞講義の前に教科書や参考文献などで予習をしてください。使用するケースについては事前にGoogle Classroomにアップロードしますので、それに関する情報をインターネットなどを通じて自分で探して予習し、自分なりの考えを整理しておいてください。最低２時間は予習に当て、授業ではそれをもとに積極的に議論に参加してください。

（実務経験 Work experience）

1982年、慶応義塾大学法学部政治学科卒業後、株式会社PHP研究所入社。一貫して政策シンクタンク部門に所属。政策シンクタンクPHP総研研究主幹、同代表、PHP研究所取締役専務執行役員（研究グループ総括）などを経て、現在に至る。その間、日本の政治行財政や選挙などの分析・研究を通じて政策提言を行うほか、政府・地方自治体におけるビジョンづくりや行財政改革に参画する。現在、政策シンクタンク構想日本シニアアドバイザー、パルテノンジャパン株式会社上席顧問なども務める。

Dr. Nagahisa started his career at PHP Institute, inc., as a research fellow after graduation from Keio University in 1982. His personal research interests extend to the Japanese political and administrative systems and the role of the manifestos in Japanese national elections. As a policy advisor, he has been involved in policy-making in the national and the local governments as well as making policy recommendations to the policymakers.
