授業の概要　Course Overview

Misson Statementとの関係性 / Connection to our Mission Statement

　本講義では、政治学に関する基礎知識を体系的に学習する。政治に関する体系的な学修は、本学のMission Statementに掲げられた世界的な視野を持った上で、国際的舞台で活躍していくために有用である。
　　This class provides the basic knowledge of Political Science. It is useful to learn the politics systematically for succeeding in the international society with global perspective stated in the NUCB Mission Statement.

授業の目的（意義） / Importance of this course

　政治学とは、政治を対象とした学問である。「政治とは何か」という問いに対して簡潔に回答することは意外と難しい。多くの学生は、「政治は自分とは関係ない」と考えているかもしれない。しかし、実際には、現代社会のあらゆる部分に政治は関係している。本講義は原則としては教養科目（社会系）であるが、経済学部総合政策学科の学生にとっては専門科目となる。教養科目としての政治学の重要性は前述のとおりである。加えて、今日ではビジネスは政治との相互関連性を深めており、ビジネスについて考察する際にも政治学の知識が必要となる場面は多い。その意味で、学生が政治学を学ぶことは有意義である。
　　The target of Political Science is “Politics”. It is difficult to answer the question that “What is politics”. Many students might have taught politics is nothing to do with them. However, politics are involved in every part of modern society. This class is a liberal arts subject except for the Department of Policy and Management.It was mentioned above that studying Political Science as a liberal arts subject is important. In addition, the interrelationship between politics and business is increasing. Therefore, knowledge of political science is necessary for considering the business. In that sense, it is important for students to learn political science as a major subject.

　最終的には、受講生が政治学の基礎知識を修得することを目的とする。

　　Finally, students are expected to acquire basic knowledge of political science.

＜準備学習＞
　・毎回の講義に関しては、予習が重要となる。教科書や事前配布のケースを活用して十分に予習を行うこと。
　
　・疑問点があったら質問すること。オフィスアワーを利用しても構わないし、次の授業の前後でも構わない。また、メールでアポイントメントをとってもらえれば適宜対応する。疑問を疑問のまま放置しないことが重要である。

＜課題＞
　・中間レポートを提出してもらう。詳細は初回講義で指示する。 レポートは採点して返却する。

＜中央情報センター（図書館）の活用について＞
　・レポート作成において活用してほしい。

授業スケジュール　Course Schedule

第1日（Day1）

ガイダンス　―なぜ、政治学を学ぶのか？

開講にあたって、講義の目標、進め方、学修方法を説明する。その上で、「なぜ、政治学を学ぶのか」という点について解説する。

第2日（Day2）

権力分立 ―民主主義とはどのような政治体制か？

政治学の基礎となる権力分立について説明し、各国で具体的にどのように権力が分立されているかを説明する。

権力分立：衆議院の解散は無制限？

第3日（Day3）

議会　―議会にはどのような役割が期待されているか？

民主主義政治の中心を担うことが期待されている議会の権能について解説する。


●使用するケース
議会制民主主義―自分の信念、貫けますか？

第4日（Day4）

選挙　―選挙制度の違いはどのような結果をもたらすか？

様々な選挙制度の類型について説明し、選挙制度の違いがどのような政治的結果をもたらすか説明する。

●使用するケース
選挙：どちらに投票すればよい？

第5日（Day5）

政党　―なぜ、政党が必要なのか？

現代の民主主義政治おいて不可欠の存在である政党の機能について解説する。

●使用するケース
政党 ―数は力？

第6日（Day6）

官僚 ―官僚は政策過程でどのような役割を果たしているのか？

政策過程において非常に大きな役割を果たしている官僚について、自律性と専門性という観点から解説する。

●使用するケース
官僚：エリートの矜持とは？

第7日（Day7）

政治意識と政治行動 ―どのように政治をとらえ、どのように行動するか？

社会を構成する個々人がどのような政治意識を持ち、どのような投票行動をとるかについて解説する。
