授業の概要 Course Overview

総合政策学とは、世界や国、あるいは地域における多様な社会問題の原因と結果を探究し、政府や地方公共団体のみならず、その問題をさまざまな主体と手段によって解決する方法を提案する実学です。本授業は総合政策学へ進む第一歩であり、それを通じて問題解決能力を養うことは、本学のミッションステイトメントに掲げられた「フロンティア・スピリット」と合致します。
Comprehensive policy studies is a practical discipline that explores the causes and effects of diverse social issues at the global, national, or regional levels, and proposes methods to solve these problems not only by governments and local authorities but also through various stakeholders and means. This course serves as the first step toward advancing in comprehensive policy studies, and developing problem-solving skills through it aligns with the university's mission statement of fostering a "Frontier Spirit."
授業の目的（意義） / Importance of this course
現在の国際社会、国、地域における社会問題の原因と結果を探究するとともに、それに対する解決策を考える力を養う。また、そのために必要な基礎的な知識とデータなどを分析する力を身につける。
The aim is to delve into the causes and consequences of social issues in the contemporary international society, nations, and regions, while simultaneously fostering the ability to devise solutions for these problems. Moreover, it involves acquiring the foundational knowledge and analytical skills necessary to analyze data and other relevant information for this purpose.

1982年、慶応義塾大学法学部政治学科卒業後、株式会社PHP研究所入社。一貫して政策シンクタンク部門に所属。政策シンクタンクPHP総研研究主幹、同代表、PHP研究所取締役専務執行役員（研究グループ総括）などを経て、現在に至る。その間、日本の政治行財政や選挙などの分析・研究を通じて政策提言を行うほか、政府・地方自治体におけるビジョンづくりや行財政改革に参画する。現在、政策シンクタンク構想日本シニアアドバイザー、パルテノンジャパン株式会社上席顧問なども務める。

Dr. Nagahisa started his career at PHP Institute, inc., as a research fellow after graduation from Keio University in 1982. His personal research interests extend to the Japanese political and administrative systems and the role of the manifestos in Japanese national elections. As a policy advisor, he has been involved in policy-making in the national and the local governments as well as making policy recommendations to the policymakers.
