授業の概要 Course Overview

 NUCBフロンティア力の中で、とくに「基盤力」(学ぶ力)と「実践的思考力」(考える力)の育成を念頭に、本学のMission Statementに掲げられる「フロンティア・スピリット」と「世界的な視野」の 涵養に必要な社会教養基盤の構築を図ります。
 
 
This lecture is designed to foster the "fundamental skills" (the ability to learn) and "practical thinking skills" (the ability to think) among the NUCB frontier skills, and to build the social infrastructure necessary to cultivate the "frontier spirit" and "global perspective" set forth in the university's Mission Statement.

授業の目的(意義) / Importance of this course

本授業では、「国際協力」と「福祉」にかかわる理論と実践について学び、その課題について検討します。従来、福祉といえば、国民生活のセーフティネットとしての社会福祉や社会保障の議論が中心でした。これを踏まえ本授業では、日本および海外の事例(特に北欧諸国)との比較をしながら、現代福祉国家の課題について考えます。一方、福祉はそうした視点ばかりではありません。我々が幸せに生きるとは何か(ウェルビーイング Well-being)は新たなキーワードとして注目されています。ウェルビーイングの実現に向けた国内外の取り組みについて学び、自分自身、周囲の人々、そして国際社会の福祉について考える目を養うことは、大学生活のみならず、卒業後の生活に大いに役立つはずです。

In this class, we will learn about the theory and practice related to "international cooperation" and "welfare". "Welfare" is basically mainly discussed in terms of social welfare and social security as a safety net for people's lives. In this class, we will consider the challenges of the modern welfare state by comparing Japanese and overseas cases (especially in Scandinavian countries). On the other hand, "welfare" is not only about such perspectives. The question of "well-being" is attracting attention as a new keyword. Learning about domestic and international efforts to realize well-being and cultivating an eye for thinking about the welfare of oneself, the people around you, and the international community will be very useful not only in your university life but also in your life after graduation.

到達目標 / Achievement Goal

本講義の目標は、次の通りです。
(1) 日本の福祉制度の歴史と現状を理解する。(2) 教育、貧困、公衆衛生、働き方など、福祉をめぐる多様な課題を国際的視野から捉えることができる。

*学修目標は、LG-Ⅰ(統合的思考力、発展的実践力の養成)、LG-Ⅲ(情報を有効に活用する能力の養成)、LG-Ⅳ( 実社会との関わりを意識した実践力の養成)である。

The objectives of this lecture are as follows.
(1) To understand the history and current status of Japan's welfare system. (2) To consider various issues related to welfare, such as education, poverty, public health, and work styles, from an international perspective.

東南アジア諸国および北欧諸国との比較を通じて

国際協力と福祉(1)
国際協力の理論と歴史、経済開発と社会開発、福祉と国際協力の結節点

アフガニスタンにおけるNGOsの取り組み

第5日(Day5)

国際協力と福祉(2)
法整備支援という国際協力事例から、社会的セーフティネットと公的制度の関係を考える。

カンボジアにおける日本政府およびスウェーデン政府の取り組み

第6日(Day6)

国際協力と福祉(3)
それぞれの興味関心に寄せて、国際福祉開発をめぐる課題を発見し、調査する。
