授業の目的（意義） / Importance of this course

　本講義では、政治学に関する基礎知識を体系的に学習する。政治学とは、政治を対象とした学問である。「政治とは何か」という問いに対して簡潔に回答することは意外と難しい。多くの学生は、「政治は自分とは関係ない」と考えているかもしれない。しかし、実際には、現代社会のあらゆる部分に政治は関係している。政治に関する体系的な学修は、本学のMission Statementに掲げられた世界的な視野を持った上で、国際的舞台で活躍していくために有用である。なお、公務員試験を受験する学生は、政治学の学習が必須と言っても良い。公務員試験受験を考えている学生にとっても有意義なものとなるように講義を展開する。
　　This class provides the basic knowledge of Political Science. The target of Political Science is “Politics”. It is difficult to answer the question that “What is politics”. Many students might have taught politics is nothing to do with them. However, politics are involved in every part of modern society. It is useful to learn the politics systematically for succeeding in the international society with global perspective stated in the NUCB Mission Statement.

＜準備学習＞
　・毎回の講義に関しては、予習・復習が重要となる。講義資料を活用して十分に復習を行うこと。
　・疑問点があったら質問すること。オフィスアワーを利用しても構わないし、次の授業の前後でも構わない。また、メールでアポイントメントをとってもらえれば適宜対応する。疑問を疑問のまま放置しないことが重要である。

＜課題＞
　・中間レポートを提出してもらう。詳細は初回講義で指示する。 レポートは採点して返却する。

＜中央情報センター（図書館）の活用について＞
　・レポート作成において活用してほしい。

第1日（Day1）

ガイダンス　―なぜ、政治学を学ぶのか？
　開講にあたって、講義の目標、進め方、学修方法を説明する。その上で、「なぜ、政治学を学ぶのか」という点について解説する。

権力分立 ―民主主義とはどのような政治体制か？
　政治学の基礎となる権力分立について説明し、各国で具体的にどのように権力が分立されているかを説明する。

議会　―議会にはどのような役割が期待されているか？
　 民主主義政治の中心を担うことが期待されている議会の権能について解説する。

第4日（Day4）

選挙　―選挙制度の違いはどのような結果をもたらすか？
　様々な選挙制度の類型について説明し、選挙制度の違いがどのような政治的結果をもたらすか説明する。

政党　―なぜ、政党が必要なのか？
　現代の民主主義政治おいて不可欠の存在である政党の機能について解説する。

第6日（Day6）

官僚 ―官僚は政策過程でどのような役割を果たしているのか？
　政策過程において非常に大きな役割を果たしている官僚について、自律性と専門性という観点から解説する。

前半：政治意識と政治行動 ―どのように政治をとらえ、どのように行動するか？
　社会を構成する個々人がどのような政治意識を持ち、どのような投票行動をとるかについて解説する。
