授業の概要　Course Overview

Misson Statementとの関係性 / Connection to our Mission Statement

　本講義では、一連の政策過程に関する基礎知識の習得し、アクティブ・ラーニングを通じた政策形成を実践する。政策学は比較的新しい学問領域である。政策学の学習を通じた問題解決能力の習得は、本学のMission Statementに掲げられた「フロンティア・スピリット」を身につける一助となる。
　　In this class, students learn the basic knowledge of policy process and practice policy making through the Active Learning. Policy studies are relatively new academic discipline. Skills for the solving problem through the learning policy studies help students to acquire the “Frontier Spirit” stated in the NUCB Mission Statement.

授業の目的（意義） / Importance of this course

　政策とは、様々な問題に対する解決手段の体系である。この政策を形成する過程は、「政策課題」、「政策立案」、「政策決定」、「政策実施」、「政策評価」、「政策改善」という6つの段階に分類できる。この政策過程の各段階に関して、講師が基礎知識を解説する。その上で、受講生はグループワークを通じて、各政策過程の段階を実践的に体験する。
　　Policies are defined as systematic means for solving problem. The Policymaking process can be classified into six stages: Policy Issue, Policy Planning, Policy Decision, Policy Implementation, Policy Evaluation and Policy Development. Lecturer provides the basic knowledge of each stage of policy process. Moreover, students experience each stage in a practical manner through group work.

　最終的には、受講生が政策を通じた問題解決能力を取得することが目標である。

　　Finally, students are expected to acquire the problem-solving abilities through policy.

＜準備学習＞
　・毎回の講義に関しては、復習が重要となる。教科書や講義資料を活用して十分に復習を行うこと。
　・事例研究報告に関しては、授業時間外のグループワークが必須となる。

＜課題＞
　・講義最終回に2000字程度のレポートを提出してもらう。詳細は初回講義で指示する。 レポートは採点して返却する。
　・事例研究報告を行ってもらう。本授業において最も重要な課題である。

＜中央情報センター（図書館）の活用について＞
　・資料収集は言うまでもなく、授業外でのグループワークなどでも積極的に情報センターを活用してほしい。

授業スケジュール　Course Schedule

第1日（Day1）

ガイダンス

開講にあたって、講義の目標、進め方、学修方法を説明する。その上で、政策過程の基礎について、「公共政策とは何か」という点と関連させながら説明する。

第2日（Day2）

政策課題：アジェンダと構造化

数多く存在する政策問題の中から政策課題がどのように選別され、「アジェンダ（議題）」として設定されるのかという点について解説する。
その上で、政策が対象とする問題をどのように捉えるのかという点について、「政策問題の構造化」という観点から解説する。

第3日（Day3）

政策立案：公共政策の手段と価値

政府はどのようにしてその目的を実現するのかという点について、「公共政策の手段」という観点から解説する。
さらに、政策が目指すべき「価値」とはどのようなものかという点について、規範的判断という観点から解説する。

第4日（Day4）

政策決定：利益、制度、アイディア

第一に、政策決定における「利益」について、アクター間の利害調整としての政策決定という観点から解説する。
第二に、政策決定における「制度」について、制度がアクターの行動と政策決定にどのように影響を与えるかという観点から解説する。
第三に、政策決定における「アイディア」について、特定のアイディアがアクターの行動と政策決定にどのように影響を与えるかという観点から解説する。

第5日（Day5）

政策実施と政策評価

まず、政策実施について、公共政策がどのようなアクターにより、どのようにして実施されるのかという観点から解説する。
次に、政策評価について、どのようにして政策の効果を測るのかという観点から解説する。

評価の留意事項　Notes on Evaluation Criteria

・上記のとおり、定期試験やレポートよりも授業への積極的参加やプレゼンテーションを重視した成績評価を行なう。
・グループワークにおいて他者の足を引っ張る行為（フリーライド含む）には厳しく対処する。
・授業内容の性質上、重点強化クラブレポートの対象科目とはならない。
・公欠は、あくまでも出席扱いになるだけで、平常点の補填のための特別な措置は一切ない。欠席が多くなる4年生は履修しないほうがよい。
