本講義ではグローバル社会における多様な問題群を提示し、その解決方法を模索する作業を通じて、受講者がグローバルな視野を身につけ、グローバル社会で活躍するために必要なフロンティアスピリットを培養する。
This course aims to foster global perspectives and “Frontier Spirit” for participants through cultivating their ability to discover the issues and find solutions to the problems in an increasingly complex and interdependent world.
授業の目的（意義） / Importance of this course
近年新自由主義に対する批判が高まっているものの、グローバリゼーションの波はとどまる気配を見せていない。経済活動はいうに及ばず、文化・価 値の融合と衝突に起因するさまざまな悲喜劇がグローバルな範囲で日々発生している。地球はますます小さく、かつ複雑になっており、遠く離れた海外での出来事を対岸の火事として不関心を装うことはますます困難となってきている。複合的に相互依存しているグローバル社会は無秩序な混沌とした世界ではない。そこには様々な統治組織、メカニズムが働いており、グローバル・ガバナンスに参加するアクターの数は増加する一途を辿っている。こうしたグローバル社会の統治の仕組みと現状を理解することは、地球の住人としてグローバル化時代を生きるために、必要不可欠な教養になりつつある。
Although there has been growing criticism against neoliberalism recently, the wave of globalization is not showing signs of slowing down. The planet is getting smaller and more complex. In spite of this, global society is not disorganized chaos. Numerous institutions, organizations, and norms function as governance mechanisms in a global society. The number of actors participating in global governance is also increasing rapidly. As global citizens, we need to understand the mechanisms and current state of governance in such a global society, and this course aims to provide a basic social science literacy of global governance.

本講義は次のような三つの部分によって構成される。
第一、グローバル・ガバナンスに関する基礎的な概念――グローバル公共政策、公共財について理解を深める。
第二、グローバル・ガバナンスにおける主要な行為主体について紹介する。
第三、グローバル・ガバナンスの事例研究を通じて、実際のガバナンスはどのように行われているのか考察する。
受講者のみなさんはグローバル・ガバナンスの現状と問題点を学ぶことを通じて、グローバル社会に対する理解を深めることが期待される。また競争下社会を生き抜くために必要な知的基盤を形成することを目指したい。

This course is organized around three sections. The first section explores a theoretical approach to global governance by focusing on the concepts of global public goods and public policies.
The second section introduces various actors who take part in global governance.
The last section examines how and up to what extent the global public policies have been conducted with some tangible examples.
Participants will deepen their understanding of global society by learning about the current world's affairs and problems. Through the learning, students also will be able to form the intellectual foundation, which is necessary to survive in this ever-competitive society.

世界平和問題を考える：世界平和を維持するためには、どのような努力が必要か？国連の安全保障理事会はどのような組織で、どのような役割を果たしているのか？平和維持活動とは何か？●使用するケース

開発問題を考える：国連の持続可能な発展目標（SDGs）とは何か？極端な貧困を撲滅するためにはどのような努力が必要か？開発援助（ODA）とは何か？●使用するケース

グローバル感染症とグローバル公衆衛生政策：2019年末、中国の武漢市から始まった新型コロナウィルス感染症の事例を通じてグローバル時代の感染症の特徴、感染症を封じ込めるためになされた様々な努力、それらに対する評価を試みる。●使用するケース
