授業の目的(意義) / Importance of this course

This course is placed in the ‘Environmental Economics’ area for students to acquire comprehensive knowledge of climate change policies in East Asia region. Learning Goals: LG-I, LG-II, LG-III, LG-VI.
This course aims at giving an overview of coherent knowledge regarding recent climate change policies in East Asia including Japan, China and Korea. To do this, at first this course will review the basic concept of climate change, the history how the international community has responded for with what kind of the major economic measurements. In addition, the major issues on the negotiation of climate change between different stance groups (i.e., different economic size of countries, or sectors /parties in a country) will be analyzed and reviewed. After giving the focus on the policies in the target three countries, the class will expand its topic to the business side and their perspectives in responding the government policies and the international business trend will be discussed.

Student will obtain the knowledge regarding latest status of policy progress as well as how the negotiation was made by identifying the main issues of the climate change policies at the global and country level. In addition, the trend of cooperation for the climate change will be identified.

事前学修と事後学修の内容、レポート、課題に対するフィードバック方法 Pre- and Post-Course Learning, Report, Feedback methods

During the class, the instructor will show the study key word of each session first. Then, the presentation on the topic in the session will be given by instructor. Based on the presentation, students are expected to form and communicate their own opinions and feedback, and make a group discussion on an indicated topic by instructor. For this discussion, students will voluntarily take the charge as a chairman to manage the discussion and as a memo taker to summary of the discussion. These participating and contribution will be highly appreciated. In the middle of course, small group (3-4 persons) presentations will be conducted. The group presentation topic will be freely decided by each group within the scope of the overall topic given by instructor. Individual presentation will be held in the end of the course as similar way with the group work, both which will be reflected in the grade.

Week 1 Introduction: Climate Change

Week 2 International Legal and Policy Framework to Address Climate Change
Main theme
1. Describe the main aims and provisions of the UNFCCC and its Kyoto Protocol
2. Identify the main organizations and bodies that operate under the UNFCCC and its Kyoto Protocol
3. Explain why the UNFCCC and its Kyoto Protocol are important to developed and developing countries
4. Discuss key points relevant for a post 2020 climate change regime

Week 3 Climate Change and mitigation
Main theme
1. Explain the importance of climate change mitigation and low carbon development
2. Describe relevant policy approaches and strategic frameworks
3. Identify key sectors for low carbon development and outline relevant mitigation options
4. Define main international mechanisms to support climate change mitigation and low carbon development

Week 4 Climate Change and adaptation

1. Explain the importance of adaptation in preparing for and coping with climate change
2. Outline key elements of a vulnerability assessment
3. Identify adaptation options
4. Explain linkages between climate change adaptation and development planning

Week 5 Paris Agreement

Week 7 Introduction to Climate Change Finance

Week 8 Group-based presentation

Week 9 Planning of climate change policy

1. Explain why it is important to integrate climate change into planning processes in a country
2. Explain the roles of national, sub-national and local institutions in planning for climate change
3. Analyse the main elements of a recognised climate change planning methodology
4. Identify international initiatives which support countries to plan for climate change

Week 10 Climate Change Policy in NE Asia

1. Understand the policy progress and main policy instrument related to the climate change

Week 11 and 12 Individual work

Week 13 Carbon pricing

The latest studies on academic side will be cited in the presentation by the instructor.
Instructor will introduce the government policy using the official documents by governments, international organization and institutes.

授業調査に対するコメント Comment on Course Evaluation

Students are not permitted to use laptop computers in class unless specifically asked to do so for the purposes of making presentations etc. Student will be required to use computers with standard office software for their individual assignments and group/individual presentation.
